The Court upheld most of the redrawn Texas redistricting map, including District 24, that was challenged by African-American voters. However, the Court also found that redrawn District 23 represented by Republican Henry Bonilla was unconstitutional because it violated the rights of some Hispanic voters and was invalid under the Voting Rights Act. The Court also upheld the rights of states to redraw congressional districts within the 10-year period of the U.S. Census.
Representative Green, who represents the Houston area, was opposed to the Texas redistricting plan and was in the courtroom when the Justices heard the case in March. He responded to audience telephone calls and electronic mail.
