Representative Norwood talked about the reauthorization of the Voting Rights Act, which is scheduled for House debate today. The bill (HR 9) would extend for 25 years certain parts of the Act that are scheduled to expire in August. Congressman Norwood said he respects the act, but opposes reauthorization of portions of the bill that require certain states with historical practices of discrimination to pre-clear with the Justice Department any changes they want to make in their voting practices. He said these states shouldn’t continue to be penalized for discriminatory practices that took place prior to 1965. Instead, he proposed that all 50 states adhere to pre-clearance standards. The states subjected to pre-clearance were Alabama, Alaska, Arizona, Georgia, Louisiana, Mississippi, South Carolina, Texas and Virginia. close
