Mann suggested that over the past fifteen years Congress had seen the collapse of the deliberative process, the erosion of the regular order, and a corresponding decline in the quality of legislation passed. They addressed issues such as the influence of partisan politics on policy-making, the oversight duties of Congress, the separation of powers doctrine, and the future of government reform initiatives.
