Participants spoke about The Broken Branch: How Congress Is Failing America and How to Get It Back on Track, published by Oxford University Press, in which authors Norman J. Ornstein and Thomas E. Mann suggested that over the past fifteen years Congress had seen the collapse of the deliberative process, the erosion of the regular order, and a corresponding decline in the quality of legislation passed. They addressed issues such as the influence of partisan politics on policy-making, the oversight duties of Congress, the separation of powers doctrine, and the future of government reform initiatives.
