He examined what he considers to be the most difficult job in Washington, the Secretary of Defense. He revealed that since its creation in 1947, only half of the 21 men who have held the post have served more than 18 months. Others who have held the Secretary of Defense post have resigned either in frustration or disappointment. He categorized individuals who held this post as revolutionaries, firefighters, or team players. He analyzed each type, defined characteristics, and explained how Defense Secretaries Donald Rumsfeld, Robert McNamara, and James Forrestal in particular performed their jobs.
