Mr. Toner talked about Federal Election Commission rules for interest groups in this fall’s midterm elections and other campaign finance laws. The FEC voted 3-3 against easing limits on political advertising, thus blocking an effort to let interest groups run radio and television ads mentioning elected officials within weeks of an election. He also responded to telephone calls and electronic mail. close
