Attorney General Gonzales spoke to reporters about a decision by U.S. District Court Judge Anna Diggs Taylor which ruled that the National Security Agency’s warrantless surveillance program was unconstitutional. He said that a stay of the order would allow the government to continue its terrorism surveillance activities and that the Bush administration would seek to overturn the decision on appeal.
