Deputy Assistant Secretary of Defense for Detainee Affairs “Cully” Stimson and Army Deputy Chief of Staff for Intelligence Lt. Gen. John Kimmons spoke to reporters about revisions to military guidelines for prisoner treatment in Department of Defense Directive 2310.01E (Department of Defense Detainee Program) and Army Field Manual 2-22.3 (Human Intelligence Collector Operations). The revisions specifically forbid U.S. troops from using forced nudity, hooding, military dogs and waterboarding to elicit information from detainees captured in ongoing wars. Secretary Stimson said that the new policy provided “guidance needed to ensure the safe, secure and humane detention during armed conflicts, however those are characterized.” General Kimmons further acknowledged past “transgressions and mistakes,” saying that “no good intelligence is going to come from abusive practices.
