Secretary of Education Alexander explained the main points of the Bush administration’s America 2000 program for American education to the 1991 annual conference of the American Federation of Teachers. Introduced by President Bush earlier in the year, the American 2000 put forth a number of new initiatives in education, including merit promotions and pay raises for teachers, national skills assessment testing for the nation’s schoolchildren, parental choice over their children’s schools, federal funding for scholarships to private schools, and a new type of American school. Many of the America 2000 initiatives are contained in the six goals set forth for American education by the National Education Goals Panel, a presidential commission organized to analyze U.S. schools. Secretary Alexander discussed the application of many of the America 2000 initiatives in Colorado, and said America was making progress toward improving its educational system. He responded to questions from the audience on the American educational system following his prepared remarks. close
