Mark Malloch Brown the use of force and the United Nations' role in conflict resolution. Among the issues he addressed were the lessons learned from the Iraq War and the failure of international diplomacy to avoid conflict, challenges posed in empowering multilateral institutions, and institutional changes required to improve peacekeeping efforts. He also talked about Security Council operations and the importance of broad inclusion in global initiatives to prevent violence. Following his remarks he answered questions from the audience.

He spoke at the conclusion of the Brookings Project on Force and Legitimacy - a global dialogue exploring when and how the use of force might be legitimate in dealing with weapons proliferation, terrorism, and grave humanitarian crises. Carlos Pascual made introductory remarks and moderated the discussion about the difference between imminent and latent threats, and the circumstances in which it is legitimate to use force to deal with such threats. close
