Judge Richard Posner spoke on the topic, “The Role of Intelligence in Counterterrorism.” In his remarks he talked about intelligence gathering and sharing methods, the role of the National Intelligence Director in managing national security information, the role of law enforcement in counterterrorism, and intelligence policy in reaction to the September 11, 2001 terrorist attacks. He was also critical of a rush to implement reform after the September 11 attacks and proposed some reevaluation of intelligence operations.

Judge Posner, author of Preventing Surprise Attacks: Intelligence Reform in the Wake of 9/11, was an expert on the economic, organizational and legal challenges of intelligence reform. John McLaughlin, a former acting CIA director, moderated a question and answer period. close
