Frederick Kagan and General Keane released the updated, final version of phase one of the Iraq Planning Group’s study, “Choosing Victory: A Plan for Success in Iraq” that calls for a sustained surge of U.S. troops to secure and protect critical areas of Baghdad. The authors explained their recommendations for the first phase of this new Iraq strategy. They also responded to audience members' questions.
