Richard Clarke, former head of counterterrorism at the National Security Council, talked about steps to combat terrorism beyond the war in Iraq. He focused on the need for an eventual military withdrawal from Iraq and the Persian Gulf to effectively combat international terrorism, confronting the threats posed by Islamic fundamentalist movements, political and diplomatic tools to shape stability in various regions, and implementing domestic programs to protect the U.S. infrastructure.
