Secretary Rice testified about the Bush administration’s latest Iraq policy and plans to add 21,500 troops to the forces stationed in Iraq in an effort to bring greater security to the country. In sometimes contentious exchanges with senators, she said she understood the skepticism expressed by members but had confidence that the Iraqi government would meet its obligations to combat both Shiite and Sunni insurgents, and enact economic and political reforms. close
