President Bush delivered his sixth State of the Union address before a joint session of Congress. In his remarks he outlined his foreign and domestic policy priorities. He proposed a number of domestic programs to provide better health insurance through tax incentives, energy policies aimed at developing alternative fuels, and immigration reforms providing for a guest worker program. He also talked about his proposals to augment troop strength in Iraq by 21,500, warning of dire consequences if Congress pushed for U.S. withdrawal from Iraq and imploring Congress to give the plan time to work despite widespread public opposition to further military operations in Iraq. close
