The subcommittee heard testimony on the recommendations of military base closings submitted by the Defense Base Closure and Realignment Commission. The Department of Defense stated budget limitations and a fundamental change of military strategy following the end of the Cold War were the reasons for the manpower reduction plans. The commission then submitted its own recommendations to Congress and the president, recommending 25 military bases be closed, along with 10 military laboratories. close
