In January, the House changed its travel rules for Members, staff, and outside sponsors. The rules affected travel starting March 1st. Earlier this month, the House Ethics Committee issued new guidelines on the ban on privately funded travel. This week, the Committee also issued guidelines for new earmark disclosure requirements. The House & Senate passed separate lobbying bills earlier this year, but have not reached a compromise on the legislation.
