Governor Cuomo, a possible Democratic candidate for President in 1992, was born in 1932 New York City and received his undergraduate and law degrees from St. John’s University. He went into private practice and served as an adjunct faculty member at the university. His political career began in 1975, when he was appointed Secretary of State. In 1979 he became Lieutenant Governor of New York and was elected to the governorship in 1983. At the American Stock Exchange, Governor Cuomo issued a white paper on America’s business and economic climate and the nation’s domestic agenda. He began his remarks by stating the national economic agenda and what should be done to change the United States economy. He focused his speech on the capital-formation side of the economy and the changes in taxation since the arrival of President Bush into the White House. “What happened is that the national tide receded and the boats went down with it,” stated Governor Cuomo about what has happened to the natio close
