Mr. Mandlebaum, Mr. Simes and Mr. Warner talked about the expected issues to be discussed in the upcoming summit between U.S. President Bush and Soviet President Gorbachev in Moscow the following week. Issues under examination by the three speakers and brought up in questions from the audience following the prepared remarks included the relationship between the central Soviet government and the Soviet states, the Soviet economy, the START arms control treaty which will be the center of the summit, and U.S. economic assistance for the Soviet Union. close
