Witnesses testified about NASA counsel Michael Wholley’s destroying video records of an April 10, 2007 meeting of the staff of the NASA Inspector General. The meeting was held by the NASA administrator to discuss a 2007 report from the Integrity Committee of the President’s Council on Integrity and Efficiency. The report showed that NASA Inspector General Robert Cobb had abused his authority, demonstrated a lack of independence from NASA, and not met the criteria for inspector general performance.
