Partition of Iraq Michael O’Hanlon and Edward Joseph talked about their newly released Saban Center policy paper, “The Case for Soft Partition in Iraq,” which presents an alternative plan for stabilizing Iraq. They said their ideas were built on the ideas of Senator Joseph Biden and would be somewhat like the partition of Bosnia. The insistence on keeping centralized authority is helping propel the current sectarian violence. For instance, Sunnis believe that the government is inherently biased against them. Soft partition would retain the integrity of Iraq, while having separate areas for Shi’a, Sunnis, and Kurds. Unfortunately the plan would involve substantial population movements because Iraq is very “mixed.” After their presentation they responded to audience members' questions. close
