Charles Karelis talked about his book The Persistence of Poverty: Why the Economics of the Well-Off Can’t Help the Poor, published by Yale University Press. He explained his theory of why the poor stay poor despite decades of anti-poverty programs, and despite Republican or Democratic administrations. He said poverty did not result from lack of self discipline or lack of opportunity, but that it is a self-perpetuating phenomenon through non-work and non-saving. After his presentation he responded to audience members' questions. close
