Texas, which would consider whether President Bush had the authority to instruct states like Texas to comply the judgment of the International Court of Justice on the legal rights of foreign nationals who are charged and prosecuted of crimes committed within the U.S. In this case, 51 Mexicans on U.S. death row were claiming their rights had been violated under international law.
