President Bush spoke about energy security and climate change. He urged top polluting nations to set a measurable way to cut greenhouse gas emissions and proposed a new global fund that would help developing countries pay for clean-energy projects. President Bush continued to emphasize voluntary approaches and the use of new technology to address climate change rather than firm targets.

This two-day meeting at the State Department was the first in a series of talks that President Bush had called for among major polluting countries. close
