James Stephenson talked about his book Losing the Golden Hour: An Insider’s View of Iraq’s Reconstruction (Potomac Books; October 31, 2007). Mr. Stephenson was the Agency for International Development (USAID) mission director in Iraq from 2004 to 2005. He argued that the Coalition Provisional Authority and embassy were critically dysfunctional and packed with staff that had little or no experience in nation building. These problems hindered the Iraqi reconstruction efforts. He also talked about the future direction of both Iraq and U.S.-led nation building. After his remarks, he answered questions from members of the audience. close
