Democratic leaders spoke to reporters about President Bush’s veto of an education and health care bill, as well as his call for quick approval of supplemental defense spending for operations in Iraq and Afghanistan. In their remarks they threatened to withhold spending of Iraq and Afghanistan if the president did not accept provisions in their $50 billion plan to set goals for troop withdrawals.
