Secretary Mike Leavitt talked about President Bush’s proposal to rein in the costs of Medicaid and Medicaid, the nation’s largest entitlement programs, by $196 billion over the next five years. It would restrict the annual growth of Medicare spending to 5 percent, down from 7.2 percent. The overall HHS budget would increase 2.3 percent, to $733.3 billion, under the proposed budget.
