Paul Singer talked about congressional earmarks, their proliferation over the last decade, and changes in congressional earmark disclosure requirements that took effect when passed by the 110th Congress in January 2007. He also talked about the tools available to the public that now allow them to find specific earmarks passed by the Congress, and the representatives and senators who requested them. He responded to telephone calls and electronic mail.
