President George H.W. Bush lauded political and economic reforms in the Soviet Union in a toast to Soviet leaders during a dinner reception for Soviet President Gorbachev in Moscow. He spoke on a new era in global political relations based on the rule of law led by the new relationship of the U.S. and the Soviet Union.
