The Supreme Court heard oral argument in the case of District of Columbia v. Heller, docket number 07-290, in which a 1976 law was challenged that had the effect of banning handguns in the District of Columbia. The court was to decide the central meaning of the Second Amendment’s “right of the people to keep and bear arms,” and whether it gave an individual right or a right in relation to service in a state militia. Walter Dellinger is a former solicitor general.
