A hearing was held on the fiscal year 2009 defense authorization request and the future years defense program. Lieutenant General William Caldwell serves as the commander of the Combined Arms Center at Ft. Leavenworth, Kansas, overseeing training programs located throughout the United States. He testified about the newest version of the Army Field Manual (FM 3-0 Army Operations), the first revision of Army doctrine since 2001, which he says has finally taken the step of elevating stabilization operations to the level of offensive and defensive ops. close
