President Bush delivered a speech to members of his Cabinet and reporters and signed fast track legislation for Congress to implement the Colombia Free Trade Agreement. President Bush urged Congress to sign the Agreement so that most exports from the U.S. to Colombia will no longer be subject to tariffs and because Colombian President Uribe has addressed certain issues in the country.

This was the first time a president has used fast track authority to force a congressional vote over the objections of the party controlling Congress. close
