General Patraeus and Ambassador Crocker testified on the situation in Iraq and progress made by the government of Iraq in meeting benchmarks for progress and achieving reconciliation. They reiterated the need for continuing resolve and commitment because the progress made is reversible. Issues raised by members included shifting financial responsibility from U.S. troops and taxpayers to the Iraqi government; why, despite spiraling oil costs that have greatly increased Iraqi revenues, Iraq isn’t spending those revenues; and whether the war has made the U.S. more secure. close
