Les Aspin, chairman of the House Armed Services committee, briefed reporters in the U.S. Capitol on a proposal to appropriate approximately $1 billion in aid to the Soviet Union for food and medicine in the fiscal year 1992 budget. Specifically, the money would come from appropriations for the Department of Defense. The fiscal year 1992 foreign aid authorization bill contained no humanitarian aid for the Soviet Union. close
