U.S. President George H.W. Bush and United Kingdom Prime Minister John Major briefed reporters on a plan to provide foreign aid to the republics of the Soviet Union in the form of food. The plan would bypass the Soviet government and provide the aid directly to the republics. The food aid plan was linked by President Bush to the foreign assistance proposal for the Soviet Union agreed to by the seven industrialized nations at the economic summit in July, 1991. Mr. Major was in Maine to speak with President Bush about events in the Soviet Union before he left for a trip to the Soviet Union. close
