Director of the Office of National Drug Control Policy Robert Martinez discussed the George H.W. Bush administration’s drug control efforts and the progress that his office made in the past year. He charged that some members of Congress have hindered federal attempts to reduce illegal drug use in the United States. Mr. Martinez, the former Republican governor of Florida, began his current job in March 1991 following the resignation of William Bennett. Kathryn Kahler, president of the National Press Club where the speech took place, moderated the question period which followed Director Martinez’s remarks. close
