The Senate Joint Economic Committee heard testimony on the unemployment figures released by the Department of Labor for August, 1991. Janet Norwood, the commissioner of the Bureau of Labor Statistics, testified on the August figures, which showed little change for the nation as a whole with large fluctuations in specific regions. Ms. Norwood said the most favorable signs in the August figures came from the rise in factory jobs for the second straight month accompanied with an increase in the factory work week. However, she also said the figures “continued to lack clear direction,” with the decline in jobs in other sectors of the labor market and the continuing 6.8 national unemployment rate. The committee also heard testimony on unemployment benefits from labor researchers and unemployed people in a second panel following Ms. Norwood. The witnesses testified on proposals to extend unemployment benefits to workers out of work for over six months. President George H.W. Bush signed a bill close
