House Majority Leader Gephardt addressed a luncheon of the Institute of International Economics to introduce a number of new trade policy proposals, including measures to provide aid to the economically ailing Soviet Union, to create a new trade relationship with Mexico, and to create a new position for the United State on the global market. Rep. Gephardt repeated his 1990 proposal for U.S. economic aid to the Soviet Union tied to the continuing political and economic reforms by the Soviet government. close
