The committee heard testimony in consideration of the rule on H.R. 3040, legislation that would lengthen unemployment benefits for workers up to 20 weeks beyond the current length of benefits. Earlier in the year, President Bush signed a similar bill, but refused to declare a national emergency which would be necessary to release the funds for the benefits under the 1990 budget act. The committee considered and voted upon specific amendments to be attached to the bill. close
