Members of the House of Representatives debated the rule on S. 1722, the Emergency Unemployment Compensation Act of 1991. S. 1722 had been passed by the Senate the previous day, and the House debated measures that would replace most of the Senate bill with the terms of a similar bill passed by the House the week before. The vote on the rule was in preparation for consideration of the bill in conference committee to iron out differences between the House and Senate versions of the bill. The House bill passed the previous week contained provisions which would prevent the president from signing the legislation but not declaring a national emergency, which would be necessary under the 1990 budget act for the release of the funds for unemployment compensation. President Bush had signed a similar bill in August, but refused to declare the emergency due to the deficit-enlarging nature of the bill.
