Members of the House of Representatives debated the conference report on S. 1722, the Emergency Unemployment Compensation Act of 1991. S. 1722 would provide extended unemployment benefits for unemployed workers in certain areas of the country hit hardest by the recession. President Bush signed but effectively blocked a similar bill in August 1991 by refusing to declare a national emergency, which, under the 1990 budget act, would have been necessary for the release of the funds for the benefits. The language in the conference report would force President Bush to veto the bill in order to block the granting of the funds. House Democrats stressed the urgency of the funds for unemployed Americans, while House Republicans emphasized the deficit-increasing nature of the bill, and advocated a more fiscally responsible unemployment bill introduced in August by Sen. Robert Dole. close
