The House considered a motion to instruct House-Senate conferees on H.R. 2686, the interior appropriations bill for fiscal year 1992. Rep. Dannemeyer (R-CA) offered a motion to instruct the conferees to insist on inclusion in the conference report of the Senate-passed Helms amendment concerning the National Endowment for the Arts. The Senate provision would prohibit the use of funds for certain sexually explicit materials. close
