Members of the committee heard testimony on a bill that would allow child care centers to check the criminal record of prospective employees by contacting a national computer network. The National Child Protection Act of 1991 would also bolster state and national criminal databases necessary to ensure accurate background checks. Committee chairman Senator Biden plans to introduce this bill in the Senate in the near future. Talk show host Oprah Winfrey testified that she was a victim of abuse as a child. She devoted several of her programs to the issue of child and sexual abuse. close
