The House agreed to the conference report on H.R. 2100, to authorize appropriations for fiscal years 1992 and 1993 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, and to prescribe personnel strengths for such fiscal years for the armed forces. The House voted to suspend the rules and passed H.R. 1304, to amend the Communications Act of 1934 to regulate the use of telephones in making commercial solicitations. close
