House Banking Committee marked up several bank overhaul proposals have made their way through the Congress this year. None have passed, however, and the committee is still looking for ways to handle bank failures. The committee says a bill is urgently needed, because the bank insurance fund that pays depositors of failed banks is virtually out of money. This, the committee adds, is due to near-record bank failures since the mid-1980s. Without cash, regulators cannot close failed banks and pay insured depositors. The House Banking Committee debated a $50 billion measure that called for reforms in the banking industry. close
