Secretary of Agriculture Edward Madigan held a news conference in the White House to announce the president’s approval of $1.5 billion in credit guarantees to see the Soviet Union through the upcoming winter. The aid would be given to the Soviet Union through three channels: humanitarian assistance, credit assistance, and technical aid. Secretary Madigan, one of a number of U.S. representatives who visited the Soviet Union earlier in the year, discussed the extent of the proposed aid package and the crisis in the Soviet Union. close
