The House passed H.R. 3839, to make appropriations for the Departments of Labor, Health and Human Services, and Education. After a series of one-minute speeches by members, the Bill was introduced and debate ensued by Representatives William Natcher (D -KY) and Carl Russell (R-MI) and other members. The first version of this bill was vetoed by President George H. W. Bush due to a provision that would block a 1988 rule prohibiting abortion counseling at federally funded family planning clinics. An override attempt in the House failed. close
