The Senate considered H.R. 3807, an act to amend the Arms Export Control Act, in order to implement the Treaty on Conventional Forces in Europe. The CFE Treaty limits non-nuclear forces of the United States, Canada, the U.S.S.R. and 19 nations in Europe. The treaty aims to establish a stable balance of conventional forces at lower levels, and to eliminate force disparities between the countries involved. The treaty was signed last year by President Bush and Soviet President Gorbachev. During the debate, Sam Nunn (D-GA) offered an amendment which would provide $500 million in assistance to help the Soviet Union dismantle some of its nuclear weapons. close
