The Finance Committee convened to examine a number of middle income tax cut proposals. Committee members questioned Secretary Kemp on tax policy and economic development. He tried to steer clear of the controversy by arguing in support of White House proposals to cut taxes on capital gains and to create inner-city economic enterprise zones. On the same day, White House spokesman Marlin Fitzwater told reporters that Secretary Kemp does not speak for the Bush administration on economic matters. This past week, more than 80 House Republicans signed a petition urging President Bush to name Secretary Kemp as his “Domestic Policy Czar.” That move followed Secretary Kemp’s public support of a middle-income tax cut to boost the nation’s economy. Most of the recent middle-income tax cut proposals have come from Democratic camps. close
