Prime Minister Kiichi Miyazawa became Japan’s new leader in early November. He laid out his policies in an inaugural address to the Parliament, known as the Japanese Diet. In his speech, Mr. Miyazawa stated that his country’s ties with the United States formed the cornerstone of Japanese foreign policy. Referring to the several financial scandals that have occurred in Japan, Mr. Miyazawa promised that his administration would pursue political reform. The speech was translated by voiceover. close
