Secretary of Health and Human Services Louis Sullivan and Head of the Office of Drug Control Policy Robert Martinez presented the results of the 1991 national household survey on drug abuse, sponsored by the Department of Health and Human Services. Dr. Sullivan explained that while overall drug use among the U.S. population declined, drug use among members of the U.S. population aged 35 and over increased during the past year. Dr. Sullivan went on to describe the negative effects of drug use by pregnant women and other members of the population. close
